 (Signed on 27/04/2015 but with First Time and Historical special provision that all provisions will be strictly applicable from the due date itself i.e. from 01/11/2012.  Moreover applicable to all retirees, resignees,  VRS optees, pension optees, PF optees etc etc. )

SALARY REDUCTION FOR OFFICERS

Conclusion of Discussions between the IBA and the Officers’ Associations

 The Negotiating Committee of Indian Banks’ Association (IBA) representing the managements of banks held several rounds of discussions for several years in several hotels with the authorised tricksters for Salary Reduction and deterioration of the service conditions for officers in Banks. In the course of the deliberations, the following viewpoints  have emerged between the two parties.   

The outcome of the discussions acceptable to both sides (not to officers)  is listed herebelow: 

SCALES OF PAY:

There has been unwarranted hue and cry among the Bank Officers demanding relativity of their Pay Scales in line with Class A Officers of Central Government which is not acceptable to the Associations.  Therefore, as per the strong recommendations of Associations,  the IBA has kindly consented to fix the Scales of Pay  of officers in line with the Clerks of Central Government.  Henceforth, the Scale of Pay will be structured in the manner that the Gross Salary of a Bank Officer will be lower than the Basic Pay of a Clerk of Central Government. 

DEARNESS ALLOWANCE:

 On and from 1.11.2012, Dearness Allowance shall not be payable to Officers with the noble intention to inculcate austerity measures in the lifestyles of the officers.   

HOUSE RENT ALLOWANCE

As it is strongly felt that a compulsion may arise for the Officers to go home if they have homes to go. As, this avoidable practice impacts the productivity and profitability of the Banks, it has been unanimously decided to do away with the system of paying H.R.A. to officers in their Salary. 

 MODE OF TRAVEL: 

It has been  decided that the Officers irrespective of the Scales have been permitted to go by air on official duties to any one place beyond the distance of 15000 K.M.s (one way) within India.   It has been further decided that the member need not obtain prior permission in the above case.  In all other cases,  the Officers will be permitted to travel by any  mode of travel subject to the condition that the reimbursement towards the fare not exceeding the Sleeper Class of Railways would be permitted.

LEAVE FARE CONCESSION: 

To do away with the anomalies in the existing rules governing LFC and to avoid confusions in maintaining records, it has been unanimously decided that there will be only one LFC block covering the entire service of the Officers and the officers are free to avail LFC at any time during their service subject to the mode of travel stipulated above.

HOSPITALISATION EXPENSES:

On humanitarian grounds,  it has been decided to allow reimbursement to the extent of 100% of the expenses irrespective of the Hospital subject to the condition that the Officer is eligible to claim the same only for those days when he has not availed any  leave.  Hospitalisation by availing leave from Bank will disqualify the officers from claiming the reimbursement of Bills.

DEFINITION OF FAMILY:

In future, the family is defined as the Officer Staff Member only irrespective of age and monthly income of the member.  However, the other members are eligible to be accepted as a Family Member only after reaching the age of 125 years.  The Monthly Income criterion so far in force is abolished.

 TREATMENT OF OFFICE EXPENSES: 

 It has been agreed by all that the Office Rent, Electricity Charges shall have to be paid by the  officers in view of the fact that the customers stay in the office only for five minutes and the Officers are made to stay for more than 10 hours everyday including holidays.  These expenses will have to be borne by the employees from their pockets in future to ensure uprightness.

  PENSION & SHARING OF COST: 

It has been collectively agreed that the entire gap in the Pension Fund to be filled by the New Pension Optees (erstwhile PF Oftees) for now and for ever.   As the gap is too large to be filled by all the employees of Banking Industry or the Managements,  it has been decided that the same has to be filled only by the New Pension Optees.   Henceforth,  contribution equivalent to 2.8 times of the  Basic Pay will be recovered from the monthly salary and the same would contributed to Pension Fund by New Pension Optees on behalf of the entire industry.    

The Officers’ Associations on behalf of the officer-employees agree that the understandings reached as above are in full satisfaction of their demands.  All the member banks have been advised to implement the understandings reached as stated above.

 PRESS MEET

 Excerpts of Press Meet held at 6.00 P.M. on 27.04.2015 in Mumbai called by Mr. LEADER,  General Secretary, All India Unfortunate Bank Officers Confederation.

LEADER :  Good Morning friends.  As usual,  we have signed another historic Settlement with IBA for revision of wages to Bank Officers.  

Reporter:  What is historic in it ? 

LEADER:  We have been permitted by IBA to sign.  This itself is historic. 

 

Reporter:  But,  the Officers’ Scales are less than that of clerical staff of Central Government?

LEADER:  So what ?   It is more than the Pension of Central Government Clerks. 

 

Reporter :  But, the reduction of Salary like this is unfair.   Do you agree ?

LEADER:  Good question.  Salary Increase will lead to inflation.  As a responsible association, we cannot remain oblivious to the growing inflation of our nation.

Reporter:  Sir,  What about abolition of HRA ? 

 LEADER:  Officers face family problems if they go  back to their homes after 9.00 P.M.  To save them from further problems,  they will be advised not to have homes.  As the first step to this social objective,  it has been decided to abolish HRA.

 Reporter:  Sharing of Pension Fund gap of the entire industry by one section of Officers sounds unethical and atrocious.

 LEADER:  I totally disagree.  It shows the broad mind and sacrificing nature of our members.  It is not new.  It has been our accepted practice for more than two decades.

 Reporter:  What about the revised definition of family ?

 LEADER:  The Income Criterion has since been removed due to our continued pressure.  It is a great development.

 Reporter:  But sir,  how the officers will share the office expenses like electricity ?

 LEADER:  We do not distinguish our officers from the institution.

 Reporter:  From the Joint Note, it appears that there will be reduction of salary ultimately.  How will you get levy ?

 LEADER:  Very Good question.  But answer is very simple,  we will recover levy every month in future along with subscription.
