2nd Pension Option - Present Status (uploaded on 28/08/2010)

The last one year has seen lots of up and downs in the banking industry as far as wage settlement issues are concerned.  We have tried our best to keep our readers updated and give the serving as well as retired  bankers a chance to express their views and vent their anger in the public.  This was the only website which openly uploaded all the crucial and thorny issues and allowed the readers to express their views against union leaders, bank management and IBA.   Some of our readers (not more than 1% of the total viewer ship) also blamed us that we were biased against the union leaders.  However, we know from heart that we never worked for downgrading any union leader, but of course we openly uploaded the views of our readers which sometime were quite harsh but actually were part of the reality.

Now the dust and din is slowly settling down and banks have started issuing the circulars for 2nd pension option.  IBA and union leaders are happy that finally they have been able to implement whatever they wanted.  Serving Bankers are slowly licking their wounds in the shape of ultra low salaries and retired / resignee bankers are cursing the day when they joined / left the bank

We are not sure as to how much we were able to influence the settlement, but we are sure that bankers for the first time gave vent to their grievances   However, we feel that our efforts did not yield the desired results, as salary structure of the bankers is still far from satisfactory.  In retrospect we feel that this was due to the fact that unions and IBA are hand in glove and it is really difficult for the bankers /our website to break the nexus.  Bankers keep mum because of this nexus and they are always afraid of across India transfers and harassment in the form of the charge sheets and internal / external enquiries on flimsy grounds.  However, we will continue to serve as the voice of the low paid, ill-treated, harassed bankers.  The constant hammering and exposures by us, have put at least the union leaders on the back foot and we hope they will be more sensitive to the critical issues in future.  We request all bankers to remain in touch with us and give your views from time to time so that this forum slowly rolls over to even next Wage revision settlement due from November, 2012.

Now question arises, what should be done by the bankers in short and long terms.  The affected persons are the best judge themselves.  The common consensus among the bankers is that they should not at least hamper the implementation of the 2nd pension option as some of bankers who have retired or are retiring in next few months are anxious that they should be able to exercise the option immediately.  We also did introspection and were wondering as to whether this is the time to close this wage settlement discussions on this website.  However, the feedback from bankers has been otherwise.  Now finally the following groups are emerging : -

     (A) Serving - PF optees - Most of them will opt for pension as for most of them it is the only social security and in the long run they will certainly be benefited.  However, this group is feeling cheated due to stabbing of the union leaders in increasing their payment from 1.6 times to 2.8 times of the November 2007 Pay, at the last moment.  Some court cases will continue to be fought as logically and legally they appear to be on sound footing;

     (B) Retired on Superannuation / SVRS -  PF optees - (a) A sub-group of these retirees have been waiting for the 2nd PF pension option very eagerly and they will opt for this immediately.  These bankers are those who retired prior to 2005 or so and are financially in good position;  (b) A sub-group consists of those retirees who have recently retired or they are not financially sound.  They feel like cheated as union leaders have entered into an agreement by which even a banker who retired in 2009 has also to return 156% of his PF+intt received at the time of retirement.  Most people under this group will keep on grumbling and some of them may even like to go to court for the raw deal they have got.

      (C) Retired under VRS schemes of respective banks - PF optees : This group has been left high and dry by union leaders and IBA.  They feel like most cheated by this agreement.  They feel all the more depressed as the group who took voluntary retirement under the Special Voluntary Retirement scheme have been allowed the 2nd pension option.  Such bankers who took retirement under that special scheme already had got special package in the form of monetary benefits.  This group of resignees / retirees is likely to approach court soon or later as they have been totally ignored by the agreement.

      (D) Resignees: This group has been totally ignored by union leaders and IBA from the beginning.  No body is ready to talk about them.  Some banks actually did not have even VRS scheme and thus such bankers had actually to resign and there was no alternative for them.  This group is running from pillar to post and may be left with no option but approach the court

Thus, we are closing all earlier groups and creating the above four groups for interaction from now onwards (we will be creating the links as and when feedback starts coming up).  Bankers who are not happy with the 2nd pension option rules and / or have suggestions or are contemplating some action, can send their views at allbankingsolutions@gmail.com   We will upload these if found of common interest for that particular group.  We will also provide the email addresses of such readers so that in case the bankers of that particular group want to interact between themselves, they may do so independently of this website.

Banks Too Need Overhauling of the HRD Policies :  Do You Agree with this? Send your feedback to allbankingsolutions@gmail.com.   It has been recently reported that RBI is going for a complete overhaul of the promotion and appraisal system, by providing transparency in the appraisal system.  This will be done by allowing these officers to review their reports and he will be free to ask a copy of the appraised report.  However, inspite of the Supreme Court ruling wherein it has been desired that there needs to be transparency in performance appraisal system of the Central Service officers, there is hardly any steps taken by any bank to introduce the same in Banks.  Still at Senior and Top management levels, the officer is kept in dark as to what grading has been given to him, leave alone the reasons for the same.  This is the biggest cause of heart burning among the bankers as lot of honest officers are given low grading wherein so called "chamchas" are given high ratings.

Thus, at the time of promotions, these Chamchas are able to manipulate and grab the limited higher level posts.   Promotions are more or less cornered by small group of people who always remain close to the power centre.  In case any honest person tries to challenge the system, he is transferred to remote areas without assigning any reasons or is served with a charge sheet on filmsy grounds.    Have you ever given a thought on this issue?  What are the problems and what are the solutions?

Please send your feedback, which we will try to consolidate and put up on the website for the benefit of everybody.  Do not be afraid of sending the feedback.

MESSAGE FOR ALL BANKERS - LAUNCHING OF ABC

A few weeks back we have floated the idea of launching AllBankingSolutions Bankers Club (ABC), and asked for suggestions.  We received good response from readers.  There has been a lot of demand that in addition to one general group, we should have separate forums for different groups as banker fraternity is very large and bankers do not have sufficient time to read through all the discussions. They wish to read and give their views on topics relating to their own interest.  However, when one person is interested in more than one group, he / she can go to more than one group and read about all of them.

Based on these suggestions, we are launching two groups today - One for retired bankers; and one for pension optees, as we have receiving large number of queries / views by bankers from these categories.  We also feel that they have a long way to fight to get their due demands.

However, we wish to keep the discussions / views brief and focused so that a reader is able to get the latest in a short time.   Our experience with blogs is quite frustrating as all and sundry and all non sense material is uploaded and one starts losing interest in few minutes and at the end of the day even after spending a hour or so, he / she feels cheated as there has been no gains.  In case you go their once a day, you will find 10 to 50 or even more pages uploaded on a single day, most of which is irrelevant.   Thus, we are experimenting a new strategy wherein we would like to upload only relevant and brief views.  This can lead to some delay in seeing your views,  but the readers will be far more richer in reaching the pulse of the group, rather than get confused.  You may not visit it daily, but whenever you visit you will be able to read almost all views as they will be short and selected ones.

In view of the growing demand, we are today launching two groups :

  (a) Retired Bankers Group : This group can send their queries / views / suggestions / replies / relevant material at retired.bankers@gmail.com.  They will be able to read about these at a new page at www.allbankingsolutions.com/retiredbankers.htm.  A link to this page is also being provided from the main page of our website.

 (b) Pension Optees Group : This group can send their queries / views / suggestions / replies / relevant material at pension.optees@gmail.com.  They will be able to read about these at a new page at www.allbankingsolutions.com/pensionoptees.htm.  A link to this page is also being provided from the main page of our website.

Based on the feedback and response, we will try to launch other groups also in the coming weeks.  We hope the readers will be able to get benefit from such discussions.

We have been getting a huge response to our updations on Wage Revision.  We appreciate the same.  However, it has been observed that officers in banks are so much hard pressed with work that they hardly know what is happening in other banks.  You can read an article on Poor Banker's Plight.  To share the views of bank officers, we plan to launch a special section under the name "ALLBANKINGSOLUTIONS  BANKER'S  CLUB" (ABC).  All bank officers are requested to send their suggestions about the areas to be covered under this CLUB, e.g. promotion policies in banks; working hours for which normally officers are required to work in banks; favoritism in promotions / postings;  transfer policies in the banks etc etc.   This will create awareness among the officers, who can take up with their management for improvement in working conditions and HRD policies.

We request all officers in the banking sector to come and spare few minutes and send their suggestions.  Based on such suggestions, we will soon launch ABC for the benefit of all classes of officers - from Scale I to Scale VII.  Please send your views at allbankingsolutions@gmail.com. You may or may not give your name / your bank's name.

We will try to classify these into different sections and will publish only those views which have some substance, so that focus attention remains on the topic, rather than like certain blogs where all and sundry is published and one looses interest.  We are sure, every banker will contribute to this section.

MESSAGE FOR ALL BANK OFFICERS / BANKERS

We have got fairly good response to our idea of starting "ALLBANKINGSOLUTIONS  BANKER'S  CLUB" (ABC).  At the moment, the majority of bankers are worried and waiting for settlement to be finalized.  Therefore, we intend to launch this Club as soon as we receive the good news of the finalization of the settlement.  In the meantime, we would request the officers across all banks to send us copies of the latest HRD issues related guidelines e.g. transfer, promotion, perks allowed etc.  Retired officers can also send the HRD guidelines applicable to them. Please send all your views and material  at allbankingsolutions@gmail.com. You may or may not give your name.

We have also received a large number of emails on the issue of union subscription.  Most of the readers agreed with the analysis, but certain members have sent mails indicating that these are exaggregated.  However, no union or its leader has disclosed the actual receipt and expenditure for last few years.   In case some members have authentic details the same may be sent to us.  One union has also forwarded a letter sent to Finance Ministry indicating the bungling in their Bank union.    We intend to update this article after going through all these views so that it reflects the true sentiments of the members.
